Latest Tariff Amendments & Durban Port Update

Please take note of the below tariff amendment published by SARS:


1) In relation to notice with effect from 18 September 2026 up to and including 11 June 2027:

Amendment to Schedule 2 Part 1: 

  • By the insertion of various items under item 215.02, in order to impose anti-dumping duties on imports of flat-rolled products of iron or non-alloy steel, and flat-rolled products of other alloy steel classifiable under Chapter 72, originating in or imported from the Peoples Republic of China at a rate of 5.5%. (ITAC Report No. 778)

 

2) In relation to notice with effect from from 12 June 2027 up to and including 11 June 2028:

Amendment to Schedule 2 Part 1: 

  • By the substitution of various items under item 215.02, in order to increase the anti-dumping duties on imports of flat-rolled products of iron or non-alloy steel, and flat-rolled products of other alloy steel classifiable under Chapter 72, originating in or imported from the Peoples Republic of China from 5,5% to 20.5%. (ITAC Report No. 778) 


3) In relation to notice with effect from from 12 June 2028 up to and including 11 June 2029:

Amendment to Schedule 2 Part 1: 

  • By the substitution of various items under item 215.02, in order to increase the anti-dumping duties on imports of flat-rolled products of iron or non-alloy steel, and flat-rolled products of other alloy steel classifiable under Chapter 72, originating in or imported from the Peoples Republic of China from 20,5% to 35,5%. (ITAC Report No. 778)

 

4) In relation to notice with effect from from 12 June 2029:

Amendment to Schedule 2 Part 1: 

  • By the substitution of various items under item 215.02, in order to increase the anti-dumping duties on imports of flat-rolled products of iron or non-alloy steel, and flat-rolled products of other alloy steel classifiable under Chapter 72, originating in or imported from the People’s Republic of China from 35,5% to 57,84%. (ITAC Report No. 778) 


5) In relation to notice with effect from from 12 June 2029:

Amendment to Schedule 2 Part 1: 

  • by the insertion of various items under item 215.02, in order to impose anti-dumping duties on imports of flat-rolled products of iron or non-alloy steel, and flat-rolled products of other alloy steel classifiable under Chapter 72, manufactured by Shandong Guanxian Foryune Composite Materials Co. Ltd, originating in or imported from the People’s Republic of China at a rate of 8.21%. (ITAC Report No. 778)


Durban Port Update- as of 17 September 2026


There has been a glimmer of improvement in DGT’s performance this week, with waterside volumes increasing by 35% to an average of 4,742 TEUs per day – the strongest weekly performance recorded since early August. This is a positive step forward, although the terminal is still operating at approximately 85% of estimated target volumes and the backlog remains substantial.


A few key points worth noting:

  • Vessel backlog remains volatile: The number of vessels waiting at anchorage has moved between 6 and 9 vessels over the past few days, with 7 vessels reported on 17 September.

  • Yard congestion has eased: Road import containers on hand have reduced by 34%, while rail containers have reduced by 56%. Overall stack occupancy has also improved from 63.3% to 58.0%.

  • Landside congestion remains a concern: Gate activity is averaging approximately 2,351 moves per day, compared with 2,847 before the current crisis. Truckers are also reporting severe congestion and standing times of 8 hours or more when entering the port.

  • Rail evacuation remains below normal: Rail evacuation is averaging around 233 containers per day, compared with 477 previously.


While the improvement in terminal throughput and yard levels is encouraging, vessel schedules, discharge times and landside availability remain subject to change. SCT continues to monitor the position closely and will keep clients updated as vessel and delivery timelines become clearer.
