Netherlands & Belgium Road Toll Changes Effective 1 July 2026

Importers are advised that significant changes to road transport charges in the Netherlands and Belgium will take effect from 1 July 2026, impacting transport costs across European supply chains.
The Dutch government will introduce the Truck Toll Levy (Vrachtwagenheffing), requiring heavy goods vehicles to pay a charge per kilometre travelled on designated roads in the Netherlands. Simultaneously, Belgium will implement revised road toll tariffs linked to CO₂ emission classes, resulting in higher toll charges for many transport operators. These measures apply to all transport companies and logistics providers operating in, to, from, or through the Netherlands and Belgium and are not specific to any individual forwarder or carrier.
Based on current information from transport partners, the combined impact of these changes is expected to increase road transport costs by approximately 10% on average, affecting pick-up, delivery and cross-border transport services.
Importers should anticipate that applicable toll charges and related transport surcharges may be reflected in freight quotations and invoices from 1 July 2026 onward. The actual impact will vary according to route, distance travelled on toll roads, vehicle type and the countries involved. Importers are encouraged to review their supply chain costs accordingly.
