Update: SABS PVoC Program for imports from China

Dear Valued Client

 

Following recent industry engagements between SAAFF, SABS and trade stakeholders regarding the upcoming Pre-Shipment Verification of Conformity (PVoC) Program, importers are reminded that the proposed implementation date remains 20 September 2026, with the pilot phase initially applying to imports from China.


Meetings held in May 2026 confirmed that SABS has now supplied HS code headings linked to products that may fall within the program. However, stakeholders noted that the exact products covered under these HS code headings have not yet been specifically identified or clarified at this stage, creating uncertainty for importers and clearing agents regarding scope and compliance obligations.


Under the proposed system, goods falling within identified HS code categories will require a valid Certificate of Conformity (CoC) issued prior to shipment by SABS-approved inspection bodies in the country of origin.

Industry concerns raised during the engagements included:

  • Lack of clarity on affected products and practical implementation processes;

  • Capacity constraints for inspections and approvals;

  • Potential delays and increased costs during peak import periods; and

  • Risks associated with consignments being detained where only part of the shipment requires certification.


Further strategic discussions between SAAFF, SABS, SARS, BMA and SAPS are scheduled for 18 May 2026 to address operational concerns raised by trade.


SCT is monitoring developments around the PVoC program closely. While engagement between authorities and industry stakeholders continues, several operational processes and implementation requirements remain uncertain and further clarification from SABS is still awaited. Importers are encouraged to review their tariff classifications in the meantime, engage with suppliers proactively and monitor further communications as additional guidance becomes available.
